OVERALL PURPOSE OF JOB

 

The Technical Manager is to provide advice, direction and assistance in all technical matters to the Facilities Management and Surveying Teams within GVA West End Management. Liaison with the Client project managers and specialist consultants will also be an essential part of the post holder’s responsibilities

 

The position will take a lead role in the management of the Mechanical & Electrical, Lift & Escalators and other technical service contracts. The role is also responsible for ensuring that Life Cycle reports and Forward Maintenance Registers are in place for all properties and assisting the FM & Surveying Teams in the selection, specification and execution of necessary works.

 

MAIN DUTIES AND RESPONSIBILITIES

 

  1. Mechanical & Electrical Service Contracts. Take a lead role in ensuring that the appointed service providers fulfil their contractual obligations; planned preventative maintenance, reactive tasks, additional works, small projects and other services. Working in partnership with the FM team, attend regular Contract Review Meetings. Undertake regular audits of plant assets and associated documentation.

 

  1. M&E Technical Library. Ensure that the M&E service providers set up and maintain a Technical Library for all buildings in the portfolio. Ensure that the technical data that may be required by the Client and incoming Tenants is available and updated on a frequent basis

 

  1. Lifts & Escalator Service Contracts. Take a lead role in ensuring that the appointed service providers fulfil their contractual obligations; planned preventative maintenance, reactive tasks, additional works, small projects and other services. Working in partnership with the FM team, attend regular Contract Review Meetings. Undertake regular reviews of assets and associated documentation.

 

  1. Assist the Head of Facilities Management in undertaking the procurement of all technical contracts; review scope of service and technical specifications, tender site visits, review of tender returns, analysis of tender costs and tender interviews.

 

  1. Project Management. Provide Technical advice to the FM Teams on project works at all stages; feasibility study, tender, contract award, mobilisation, works, practical completion and receipt of documentation/O&Ms etc.

 

  1. Insurance Inspections. Manage the compliance insurance inspections (currently completed by Zurich and overseen by insurers, Lucas Fettes). Monitor the Insurance portal “Crimson” and attend quarterly review meetings.

 

  1. Energy & Sustainability. Responsibility for the Energy Management contract; procurement of utilities, monitoring, cost apportionment, CRC returns and other associated energy initiatives. Provide advice on technical sustainability matters.

 

  1. Assist the Head of FM in the monitoring of Statutory and Mandatory tasks across the whole portfolio using the ECM Causeway system. Monitor the performance of specialist consultants undertaking risk assessments and technical inspections.

 

  1. Health and Safety. Generally observe H&S standards across the building portfolio, assisting the FM Team in the identification and resolution of areas of concern, where necessary utilising the retained H&S Consultant.

 

  1. Technical Knowledge and Advisory Service. Provide to the Head of Facilities Management and wider FM & Surveying Teams, information and advice on technical matters. Monitor and advise on changes in relevant technical legislation and best practice utilising memberships of professional bodies and associations.

 

  1. Line Management. Act as line manager for the FM Projects & Support position. Monitor performance, mentor as required, review the output and quality of their work.

 

  1. Team and Stakeholder Engagement. Develop effective working relationships with all staff in GVA West End Management, GVA Acuity, Client and External stakeholders:

 

  • GVA WEM: FM Team, Surveying Team
  • GVA Acuity: Service Desk, Technical Director, Project Managers
  • Client: Asset Managers, Project Managers
  • External: Specialist Consultants, Architects
  • Tenants: Tenant representatives and consultants

 

  1. Other Duties as required. Carry out other duties as directed by the Head of FM. Provide assistance and support across the wider West End Management FM Team.

 

DESIRED KNOWLEDGE, SKILLS AND EXPERIENCE

 

  • Degree level education.
  • Engineering Technical qualifications
  • Minimum 10 years industry experience, operating at similar level of responsibility.
  • IOSH qualification essential.
  • NEBOSH General Certificate desirable.
  • Membership of recognised professional body eg: CIBSE, Institute of Electrical Engineers.
